Lynchburg Police Department Announces Deputy Chief Promotions 

LYNCHBURG, Va. — The Lynchburg Police Department is pleased to announce the promotions of Joshua Campbell, Joel Hinkley, and Lisa Singleton to the rank of Deputy Chief. 

Together, the three new Deputy Chiefs bring over 70 years of combined law enforcement experience and leadership. Campbell, Hinkley, and Singleton have held diverse leadership and operational roles across patrol, criminal investigations, support services, and specialized units. Throughout their careers, each has shown a steadfast commitment to the Lynchburg community and to the officers and staff they serve alongside. 

The department will be restructured into three operational bureaus: Field Operations, Investigations, and Support Services.

Under the new organizational structure, Campbell will lead the Investigations Bureau, Hinkley will lead the Field Operations Bureau, and Singleton will lead the Support Services Bureau.

This realignment is designed to enhance operational efficiency, strengthen leadership oversight and employee development across all bureaus, and support the department’s ongoing mission to partner with and protect the City of Lynchburg.
