Regina W. Carter
Regina W. Carter is a retired executive of BWX Technologies, Inc. (BWXT), headquartered in Lynchburg, Virginia, where she served as senior vice president of Government Affairs and Communications from 2015 to 2019. As senior vice president she was responsible for the company’s Washington, D.C. operations, primarily lobbying for federal appropriations on Capitol Hill. She was also responsible for the company’s internal and external communications, which included public relations, marketing communications, media relations, graphic design services and strategic events.
In 2015, Ms. Carter was appointed by Virginia Governor Terry McAuliffe to serve on the board of the Virginia Nuclear Energy Consortium Authority and was re-appointed by Governor Ralph Northam after her first term concluded. The Authority was established for the purposes of making the Commonwealth a national and global leader in nuclear energy and serving as an interdisciplinary study, research and information resource for the Commonwealth on nuclear energy issues.
While with BWXT, Ms. Carter held positions of increasing responsibility before being named director of Business & Employee Communications in 2010 when the Company became publicly traded and relocated its headquarters to Charlotte, North Carolina. She originally joined the Company in 1984 as a communications specialist in the Public Relations department.
During her professional career, Ms. Carter served in the Communications and Public Relations department of what is now Framatome. She was also owner and president of R. W. Carter & Associates, Inc., a public relations and advertising firm. Following the 9.11 attacks in 2001, Ms. Carter founded the Central Virginia Celebrate America Foundation, Inc. a non-profit organization formed to honor those who serve and protect their communities.
Ms. Carter earned a bachelor’s degree in political science with a minor in journalism from the University of Lynchburg. She has served as a member of the Public Affairs Council, the American Nuclear Society and Women in Government Relations. She served on the Advisory Council for the Lynchburg Symphony Orchestra and the Advisory Council for the Charlottesville Ballet. She also served as a board member of Amazement Square. She currently serves on the board of directors for the Greater Lynchburg Community Foundation and the Lynchburg Police Foundation.
